“Improving Household Energy Management Practices in Sacred Himalayan Landscapes (Langtang National Park)”- Rasuwa

1. Name of Programme :
“Improving Household Energy Management Practices in Sacred Himalayan Landscapes (Langtang National Park)”- Rasuwa
2. Financial Limits:
Indoor Air Pollution and Health Forum Nepal will provide NRs.1687500/-(in words: One million six hundred eighty seven thousands and five hundred only) for the service provided by the partner organization. No expenditure will be incurred in excess of this limit.

3. Duration:
The duration of the contract will be of 17 months starting from 1st June, 2009 and ends on 31st October, 2010.

5. Objective of the Project:

  • This Programme has been developed and finalised in a spirit of mutual cooperation and assistance between Indoor Air Pollution and Health Forum Nepal (IAPHF-Nepal) and Indoor Smoke Alleviation and Environment Protection Forum Nepal (ISAEPF-Nepal). The major areas of partnership will be as follow:
  • Implementation of the project activities at the project area;
  • Social mobilization and information dissemination to the target communities and other stakeholders;
  • Programme and financial monitoring of the group
  • Product of project reports, monitoring reports and other communication related documents, literature relevant to the project;
  • Coordination with district and village level government bodies along with other key stakeholders to implement project activities and bring synergy to the project activities

6. Role of Indoor Air Pollution and Health Forum Nepal (IAPHF – Nepal):

Indoor Air Pollution and Health Forum Nepal will be responsible for overall management taking lead in project management, contract management, internal monitoring, supervision, guidance and coordination of the programme to meet the quality and standards of the outputs.
Specifically, IAPHF- Nepal will:

  • Provide technical guidance, financial and administrative support and supervision;
  • Provide overall program management, technical support in project implementation, facilitate and support activities as required;
  • Monitor (program and finances), provide feedback and ensure effectiveness of program implementation and delivery;
  • Release funds as per the agreed amount and schedules;
  • Establish mechanisms for project monitoring committee and set the monitoring and evaluation baseline.

7. Role of Indoor Smoke Alleviation and Environment Protection Forum – Nepal (ISAEPF – Nepal):
Indoor Smoke Alleviation and Environment Protection Forum Nepal will be responsible to implementing project activities in the community levels as envisioned in the project plan. The primary responsibilities include but not limited to:

  • Mobilise community to create significant impacts from the project activities planned and agreed mutually;
  • Develop and implement capacity development plan to empower CBOs;
  • Design and identify appropriate income generating activities for the community member;
  • Support in conducting, monitoring and evaluation of the project activities;
  • Support community and manufactures to install IAP alleviating technologies (smoke hoods) ;
  • Prepare monthly and quarterly programme reports and any other documents related to the Project;
  • Maintain transparent financial system in compliance with financial regulation of IAPHF – Nepal and GEF/SGP;
  • Sensitize district and VDC stakeholders including political parties on the problem of indoor air pollution, influence local governments to priorities IAP issues in their periodic plan, strategies and budget allocation;
  • Community group formation, strengthen and mobilize in different activities of the VDC;
  • Organize Training programmes to Female Community Health Volunteers (FCHVs) and mobilize them in indoor smoke alleviating initiative;
  • Knowledge share in all project related publications, communication actions; and
  • Facilitate the community of the whole VDC to access Revolving Fund on IAP reduction.


8. Role of Indoor Air Pollution and Health Forum Nepal (IAPHF – Nepal):
Indoor Air Pollution and Health Forum Nepal will be responsible for overall management taking lead in project management, contract management, internal monitoring, supervision, guidance and coordination of the programme to meet the quality and standards of the outputs.
Specifically, IAPHF- Nepal will:

  • Provide technical guidance, financial and administrative support and supervision;
  • Provide overall program management, technical support in project implementation, facilitate and support activities as required;
  • Monitor (program and finances), provide feedback and ensure effectiveness of program implementation and delivery;
  • Release funds as per the agreed amount and schedules;
  • Establish mechanisms for project monitoring committee and set the monitoring and evaluation baseline.


9. Expected Output
  • 12 Revolving Fund Groups will be formed and actively function and sustained
  • 270 households will be installed smoke hoods by the Revolving Fund and their own contribution
  • Revolving Fund should be revolved for the IAP alleviation technologies at required area
  • VDC will give priority to IAP in their periodic plan
  • Repayment rate of Revolving Funds will be by at least 90%
  • RFGs will be involved in income generating activities


10. Financial Arrangements
Total budget to be provided by Indoor Air Pollution and Health Forum Nepal will be NRs1687500.00 (in words: One million six hundred eighty seven thousand and five hundred rupees only). The detailed financial disbursements schedule is attached in Annex-2. IAPHF/GEF/SGP will provide a standard reporting format for the periodic progress and financial reporting. ISAEPF Nepal will follow the agreed reporting format while reporting and forecasting of budget for following period. IAPHF will release the funds needed for the period of three months based on mutually agreed plan of activities. IAPHF will release the funds for the next period only after disbursement of previous funds and submit quarterly progress and financial report to IAPHF- Nepal. Original bills and required financial documents have to submit to IAPHF – Nepal.
